Sex offender accused of being in daycare


EDWARDSVILLE – A Collinsville homeless man has been charged with being a sex offender at a family daycare.

Michael E. Totty, 57, listed as homeless in Collinsville, was charged on June 28 with sexually assaulting a minor in connection with the daycare, a Class 4 felony.

The case was brought by the Illinois State Police.

According to court documents, on June 27, Totty, a registered sex offender, was in a family daycare center while it was being used for child care. Court records show Totty was charged with child pornography in 2009 and was sentenced to two years in prison. In 2012, he was convicted of failing to report a change of address/employment.

The Illinois State Police Sex Offender Registry noted that he was 43 and the victim was 12 at the time of the offense.

Bail was set at $50,000.

Totty was also charged on May 12 with unlawful failure to register as a sex offender (second consecutive offence), a Class 2 felony. According to court documents, on May 11, Totty failed to register with police. of Collinsville.

Other felony charges filed Tuesday by the Madison County State’s Attorney’s Office include:

• Richard K. Hardy, 41, of Florissant, Missouri, has been charged with Aggravated Unlawful Use of Weapons, a Class 4 felony. The case was brought by the Collinsville Police Department. According to court documents, on June 27, Hardy allegedly had a loaded and accessible Glock 19X 9mm handgun in a vehicle without a valid concealed carry permit. Bail was set at $20,000.

• Glen Sills, 26, of Ferguson, Missouri, was charged with aggravated flight from or attempt to evade a police officer, a Class 4 felony. The case was brought by the Granite City Police Department. On June 27, Sills was allegedly driving a Volkswagen Passat when he attempted to flee from a Granite City police officer, reaching speeds over 21 miles above the posted speed limit. Bail was set at $10,000.
